Meet the Staff

Bill Mullowney

Bill Mullowney - Vice President, Policy & General Counsel

William J. Mullowney serves as Vice President for Policy and General Counsel for Valencia Community College in Orlando, Florida. He serves as Valencia's lobbyist and legislative counsel to the executive and legislative branches of the State of Florida. He also serves as Program Chair for the annual Community College Conference on Legal Issues. He earned his B.B.A. degree from the University of Miami School of Business, and his J.D. and LL.M. degrees from the University of Miami School of Law. Prior to his position at Valencia, Mr. Mullowney served as General Counsel at Whittier College in California and before that as University Ombudsman at the University of Miami. While at Whittier, Mr. Mullowney was an Adjunct Professor of Law at the Whittier Law School, where he taught classes in Sports Law and Higher Education Law. While at Miami, he launched the university's Student Honor Code and served as an Associate Faculty Master at the Hecht Residential College.

Mr. Mullowney is a member of the Florida Bar and the State Bar of California. He is currently in his second elected term of service on the Board of Directors of the National Association of College and University Attorneys (NACUA), serving on its Executive Committee and as Chair of its Committee on Board Operations. He also serves on the Boards of the Florida Community Colleges Activities Association and the Florida Association of Community Colleges (FACC). He also serves on the Florida Bar's Education Law Committee. He has spoken on issues regarding higher education law at numerous panel discussions and conferences presented by NACUA, Stetson University Conference on Law and Higher Education, National Association of Student Personnel Administrators, Southern Association of College and University Officers, American Association of Community Colleges, Association of Community College Trustees, National Association of Directors of Athletics, International Association of Campus Law Enforcement Administrators, and FACC.

Lisa Lovell

Lisa Lovell - Paralegal and Assistant to the Vice President, Policy and General Counsel

Ms. Lovell has been a member of Valencia's Legal team since January, 2000. She has over 24 years experience as a paralegal, contracts analyst and title examiner. And she has earned the distinction of Florida Registered Paralegal through the Florida Bar.

Prior to joining Valencia, Ms. Lovell worked for the Legal departments of Planet Hollywood International, GE Capital Services, the Federal Deposit Insurance Corporation, Harcourt Brace, and Attorneys' Title and First Southwestern title companies. Ms. Lovell is also a 10 year veteran of the US Army (Europe) and Florida Army National Guard for whom she served as an Army Paralegal for the Judge Advocate General (JAG) Corp and as a brigade Public Affairs Specialist.

Ms. Lovell was awarded a Bachelor of Arts in Legal Studies and Political Science and a Masters in Public Administration from the University of Central Florida (UCF), as well as a Masters in Business Administration from the University of Phoenix. Her college career began at Valencia where she attended from 1981 - 1983 before moving on to UCF.

Ms. Lovell is a current Board member and immediate Past President of the Valencia Alumni Association; a founding member and current Chair of the UCF Criminal Justice/Legal Studies Alumni Chapter; former Board member of the UCF Alumni Association; as well as a life-long volunteer and fundraiser for local non-profit animal rescues.

Tara Hiler

Tara Hiler - Executive Assistant, Policy and General Counsel

Ms. Hiler, a Florida native, has been a member of Valencia's Legal team since August, 2008. She has over 11 years experience as an assistant and is an alumna of both Valencia and the University of Central Florida. Ms. Hiler lives in the Orlando area with her husband, three cats and one greyhound.
