Application Fees
When you first apply for admission to
Valencia, you are required to pay a $25.00
application fee which is not refundable
and not transferable. It is required
whether you are a credit, audit, full-time,
part-time, day or evening student. The
application fee is paid only once and
covers all subsequent enrollments.
Students planning to enroll in health-related
programs are required to pay a
$15.00 non-refundable application fee
each time a program application is filed.
Students planning to enroll in a Criminal
Justice Institute (CJI) program are
required to pay a $50.00 non-refundable
CJI program application fee each time an
application is filed. (Cash or money order
only.)

Full Cost of Instruction Fee
A full cost of instruction fee is the
amount, exclusive of state funding,
established by the College to pay all costs
associated with teaching a course. This fee
is effective for certain repeat enrollments
at Valencia Community College after July
1997. The full cost of instruction fee for
2001-02 is $195.82 per credit hour.
In accordance with Sections 239.117,
239.301, 240.117 and 240.124, Florida
Statutes, students enrolled in the same
college-preparatory or college-level course
at Valencia more than two times after July
1997 shall pay the full cost (100%) of
instruction except in approved cases of
extenuating circumstances or financial
hardship. The student must request such
approval.

i. e. those that may require equipment,
additional supplies, liability insurance or

Refunds
If you MUST withdraw from a course( s),
it is your responsibility to contact the
Admissions and Records Office to
complete the form( s) necessary to request
withdrawal. If you drop a course( s)
within the drop/ add refund period, all
refundable appropriate fees will be
refunded. Application fees and certain
other fees are not refundable. You will
receive no refund for a course( s) from
which you withdraw after the drop/ add
refund period expires. You will be
responsible for knowing the dates of the
drop/ add refund period established by
Valencia and listed in the College
Calendar.
If you are a financial aid recipient, your
potential refund will be subject to
applicable federal and state guidelines
and laws. See the catalog entry
"Repayment of Unearned Federal
Financial Aid."
Refunds are processed through the
Finance Office and must be mailed to you.
Collection of Debts to
the College
Please be advised that checks returned
unpaid to Valencia's bank automatically
will be automatically for collection.
Consequently, you may be assessed
returned check charges twice by your
banking institution in addition to a $25.00
returned check fee by Valencia
Community College for each returned
check.
If you are currently enrolled and have a
returned check, rejected credit card
charge, overdue loan, VA deferment or
other debt, you will be notified. If you do
not respond within the allowed time,
you will be administratively withdrawn
from classes and will still owe the
balance and assessed fees. Until your
indebtedness is paid, you will not be
allowed to enroll or receive transcripts.
Valencia will make every effort, including
submission to a collection agency, to
collect all debts. A non-refundable fee of
$25.00 and a collection fee equivalent to
the prevailing rate will be assessed to
applicable accounts. If a short-term loan
or VA deferment is not paid by the due
date, the borrower will not be eligible to
apply for a loan or deferment for any
subsequent session while enrolled at
Valencia.

Purpose of Financial Aid
Valencia subscribes to the principle that
the purpose of financial aid is to provide
assistance to students who have a
demonstrated financial need as
determined by an approved need-analysis
system or who show academic or special
talent. Awards may come from one or
any combination of grants, scholarships,
loans or part-time employment. The
financial aid administered to students
may be from federal, state, institutional or
local funds. Students interested in
applying for financial assistance should
contact a campus Financial Aid Services
Office.
General Eligibility
Requirements
All financial aid is dependent upon the
availability of federal, state, local and
institutional resources. To be eligible for
financial aid, you must:
1. Be accepted as a degree-seeking
student to an A. A., A. A. S. or A. S.
Degree program, or
2. Be accepted as a certificate-seeking
student in an eligible Technical
Certificate or Vocational Certificate
program.**
3. Be making satisfactory academic
progress for financial aid purposes.
4. Be a US Citizen, national or permanent
resident alien.
5. Enroll at least half time (6 credit hours)
for most programs.
6. Not be in default on a prior student
loan.
7. Not owe a repayment or overpayment
of a federal grant.
8. Not have an existing financial
obligation to Valencia.
9. Be registered for Selective Service if
required.
10. Have a high school diploma or GED
certificate, or
11. Have transferred all course work taken
at another college( s).
12. Not have been convicted for sale or
possession of illegal drugs.

Payment of Financial Aid
Financial aid award amounts may be
adjusted based on the student's
enrollment status determined at the end
of the drop/ add period or, in the case of
late awards, at the time the award is
approved. A financial aid recipient must
be meeting all eligibility requirements at
the time payment is made.
Fees, books, VA deferments and/ or Short
Term loans outstanding at the time
payment is made will be collected from
the financial aid payment. If a balance is
available for other expenses, a check will
be mailed to the student's address of
record.
Satisfactory Academic
Progress for Financial
Aid Purposes
All students receiving any form of
financial aid must meet the standards of
progress outlined below. The
requirements for these standards are set
by federal regulations (34CFR Section
668.19).
There are three satisfactory progress
requirements:
1. You must maintain at least a 2.0
cumulative grade point average, and
2. You must successfully complete at least
67% of the courses you attempt at all
colleges, and
3. You may attempt no more than 150%
of the credit hours required for your
degree or certificate.
If you attended another college, the
courses you took at that college will be
considered in the evaluation of your
progress.
For financial aid purposes, being enrolled
in a course for credit beyond the official
refund deadline counts as an attempt. All
grades of F, W, WF and WP count as
attempts.
For financial aid purposes, successful
completion of a course means an earned
grade of A, B, C or D. Grades of F, I, W,
WF, and WP are considered unsuccessful
completions and will impact your
progress determination.
The formula for calculating the successful
completion rate is:
hours attempted x .67 = hours needed for
successful completion. The credit hours
of successfully completed work will be
expressed as a whole number, which
includes any fraction developed in the
calculation.

Satisfactory Academic Progress will be
evaluated at the end of each session.
If you do not meet the Standards of
Satisfactory Academic Progress due to
your GPA or completion ratio, you will be
placed on Financial Aid Probation for one
term. If you do not meet the requirements
by the end of your Probation term, you
will be placed on Financial Aid
Suspension and will not be eligible for
further financial aid until you have
brought your progress up to the minimum
requirements. You will need to pay for
the courses you take while you are under
suspension. If you have attempted 150%
of the hours needed for your Valencia
degree program (for most students, this is
90 credit hours), you no longer will be
eligible for financial aid.
You do have the right to appeal a
Financial Aid Suspension if you have
extenuating circumstances. Appeal forms
are available in Financial Aid Services and
proof of your statements will be required.
Examples of extenuating circumstances
are:
1. Death of a close relative which affects
your academic performance.
2. Illness of yourself or a close family
member.
3. An unavoidable family emergency
which affects your academic
performance.
If you are placed on Financial Aid
Suspension due to your GPA or
completion ratio, and you do not have
extenuating circumstances or your appeal
is denied, you may reinstate your
eligibility for financial aid by bringing
your progress up to the minimum
requirements. You will need to pay for
the courses you take while under
Suspension.
Repayment of Unearned
Federal Financial Aid
If a student who received Title IV federal
financial aid completely withdraws from
all classes within the first 60% of the term
or stops attending all classes without
notification, a pro-rated portion of the
financial aid may need to be repaid. The
student will be billed for the amount of
aid that must be repaid, and holds will be
placed on the student's record until the
bill is settled. A detailed handout that
explains the calculations is available upon
request from the Financial Aid Services
Office.
Financial Aid Application
Instructions
1. Be a degree-seeking student at
Valencia.
2. Provide the Admissions office with a
copy of your high school transcripts or
GED certificate or, if you are a transfer
student, provide a copy of your
transcript from each institution you
have attended. Transfer coursework
must be evaluated.
3. Complete the Free Application for
Federal Student Aid (FAFSA) and
submit it to the federal processor. Be
sure to include Valencia's federal code
number "006750" when you list the
institutions you want to receive the
results. You may submit the FAFSA
using one of the following methods:

for processing.)

least 2 weeks for processing.)
Internet workstations are available
in Financial Aid Services on West
and Winter Park Campuses, in the

College Financial Aid Application to
any Valencia Campus Financial Aid
Services Office.
5. Research and apply for scholarships.
Other important application information:
You must reapply for financial aid each
year.
Verification -The federal processor selects
some applications for an accuracy review
called "verification." If you are selected
for this process, you will be required to
complete a Verification Worksheet and
provide copies of the tax returns for
individuals whose income was included
on your application. The federal processor
will notify you if you have been selected
for verification.
Federal eligibility matchesÐ The federal
processor matches your name and social
security number with a variety of federal
agencies. Agency matches are performed
against the files of the Social Security
Administration, Immigration and
Naturalization Services, Selective Service
and the National Student Loan Data
System. If any discrepancies or questions
about your information occur, you will be
asked to provide additional documents or
take additional action to confirm your
eligibility for federal assistance. The
federal processor will notify you of the
results of these matches and whether
additional information is required in order
for your application to be processed.

Grants
Grants may be awarded if you show
financial need based on the Free
Application for Federal Student Aid. The
grants listed here are administered by
Valencia Financial Aid Services based on
the guidelines set for each program by the
provider.
Federal Pell Grant
The federal government provides this
program if your Estimated Family
Contribution (EFC) is below a certain level
and you are an undergraduate student
seeking your first degree in an eligible
program. See Basic Eligibility
Requirements for additional details. The
annual award amount is determined by
your Estimated Family Contribution and
may range from $400 to $3750. Your
Federal Pell Grant Award will be prorated
if you enroll for less than 12 semester

an eligible vocational program.
Federal Supplemental Educational
Opportunity Grant (FSEOG)
The federal government provides this
grant for undergraduate students with
exceptional financial need who are
seeking a degree in an eligible program.

additional details. The award amount at
Valencia varies. Priority is given to
students with a family contribution of "0"
who apply for financial aid before July 1
for fall term and November 1 for spring
term.
Florida Student Assistance Grant
(FSAG)
FSAG is a need-based program provided
as a joint venture between the State of
Florida and the federal government. To
qualify, you must be a full time
undergraduate student,* seeking your
first degree in an eligible program. See
Basic Eligibility Requirements for
additional details. In addition to the Basic
Requirements you must be a Florida
resident for one year or more. The award
amount at Valencia is up to $1300.
Priority is given to students with unmet
financial need who apply for financial aid
before July 1 for fall term and November
1 for spring term and whose estimated
family contribution is below state-determined
levels.

Valencia Need Scholarship
This need-based program is provided by
Valencia Community College to students
seeking a degree in an eligible program.
To qualify, you must have financial need
but not be eligible for a Federal Pell
Grant, and you must agree to not apply
for a student loan. See Basic Eligibility
Requirements for additional details. The
award amount is for in-state tuition and
fees. Priority is given to students who
apply for financial aid before July 1 for
fall term and November 1 for spring term.
Scholarships and Award
Scholarships are awarded based on any
number of factors, which may include
academic talent, performing talent,
participation in certain activities or special
interests. Scholarship requirements and
application procedures vary depending
upon the criteria set by the scholarship
provider.
Valencia Community College
Scholarships
President's Academic Scholarship -awarded
to graduating seniors in Orange
and Osceola County high schools who
graduate in the top ten percent of their
class and meet certain test score
requirements. The award covers the cost
of in-state tuition and fees for up to 31
college-level credit hours per academic
year and is renewable for a second year if
requirements are met. Verification of your
academic standing is completed by your
high school.
Matador Scholarship -awarded to
graduating seniors in Orange and Osceola
County high schools who graduate in the
top eleven to fifteen percent of their class
and meet certain test score requirements.
The award covers the cost of in-state
tuition and fees for up to 18 college-level
credit hours per academic year (9 credit
hours per term) and is renewable for a
second year if requirements are met.
Verification of your academic standing is
completed by your high school.
Principal's Merit ScholarshipÐ available
to two graduating seniors from each high
school in Orange and Osceola counties.
Recipients are chosen by their high school
principals. The award covers in-state
tuition and fees for 31 college-level credit
hours per academic year and is renewable
for a second year if requirements are met.
Honors Program ScholarshipÐ awarded to
students who are pursuing an Honors
Degree at Valencia Community College.
The award covers in-state tuition and fees
for 31 college-level credit hours per
academic year and is renewable for a
second year if requirements are met.
Recipients are chosen by the Honors
Program Director based on the most
outstanding academic records. To apply,
Honors students should contact the
Honors Program Director.
Road Map to Success AwardÐ awarded to
students enrolled in the course Student
Success (SLS 1122) who complete "best
practices for being a successful student."
Students work with an adviser to
complete college-preparatory coursework,
participate in a developmental advising
curriculum, and attend elective programs
that earn points toward the award.
Students have two sessions to complete
the award requirements and each award
recipient receives $500.
Two Plus Two ScholarshipÐ funded by
the Alumni Associations of Valencia
Community College and University of
Central Florida, this award is made each
year to a single high school graduate
selected from nominations made by the
high school principals in Orange and
Osceola counties. The recipient may
receive up to $4,000 in scholarship funds
during the pursuit of an Associate's
degree at Valencia, followed by a
Bachelor's degree at University of Central
Florida.
Valencia Academic ScholarshipÐ offered
to Valencia students seeking their first
degree in an eligible program. You must
be a US Citizen or federally-eligible
permanent resident, must have completed
at least 12 credits of college level
coursework at Valencia, must have no
more than 2 withdrawals, must have at
least a 3.75 grade point average, and must
enroll in at least 6 credit hours of college
level coursework per term. Applications
are available from any Valencia Financial
Aid Office and will be accepted in April
and May for the upcoming academic year.

Foundation Scholarships
The Valencia Foundation offers hundreds
of privately-funded scholarships, with
new ones being added regularly. There
are two types of Foundation Scholarships:
Valencia-Selected Scholarships and
Donor-Selected Scholarships. To view a
complete listing of all Foundation
Scholarships, visit the Foundation Web

Valencia-Selected Foundation
Scholarships. A Scholarship Committee
of Valencia Financial Aid Specialists
selects the recipients of these scholarships.
A Scholarship Book listing each of the
currently-available scholarships can be
viewed in the Financial Aid Services
Office on each campus. Applications
must be submitted to the Financial Aid
Services Office no later than June 1 for fall
session consideration.
Donor-Selected Foundation
Scholarships. Many donors select their
scholarship recipients based on their own
application process. Information for con-tacting
the donors to request applications
can be found at the Foundation Web site
at http:// www. valencia. org. Each student
may apply for an unlimited number of
Donor-Selected Scholarships.
Applications must be submitted directly
to the scholarship donor.
Florida Bright Futures Scholarship
Program
This is a lottery-funded scholarship to
reward Florida high school graduates
who demonstrate high academic
achievement. This program has three
levels: the Florida Academic Scholars
Award (100% of college-level tuition plus
a book allowance), the Florida Merit
Scholarship (75% of college-level tuition)
and Florida Gold Seal Vocational Scholars
Award (75% of vocational program
tuition). Each award level has different
academic criteria for eligibility. The top-ranked
scholar from each county will
receive an additional award of up to
$1,500. Applications and eligibility
criteria are available from a high school
guidance office.
Other Florida Scholarships offered
by the Florida Department of
Education
The Florida Department of Education
offers a number of scholarships for
Florida residents. Please consult the
publication 2001-2002 Financial Aid
Sources for Florida Students available
from your high school guidance office,
any Valencia campus Financial Aid
Services Office or the Florida Department
of Education.
Outside Private Scholarships
Many clubs and organizations offer
scholarships to college students. Students
can obtain information about these
awards from high school guidance offices,
the library, or the Internet. The following

The Valencia Source is a college-wide
publication providing updates on
scholarship news. It is published bi-weekly
except during the summer and
holidays. In addition, each campus
newsletter publishes scholarship
information on a regular basis.
If you or your family belong to any social,
civic, ethnic, religious, professional or
service groups, you should contact them.
They often have educational assistance
programs that are not advertised. Also,
employers often have educational assistance
plans for employees and/ or dependents.
Loans
Valencia students are eligible to
participate in the Federal Family
Education Loan Programs. See Basic
Eligibility Requirements for additional
details. A separate student loan
application/ promissory note is required
each year. In addition, first time
borrowers must complete an Entrance
Counseling Program. Federal Family
Education Loans are established and
supported by the federal government, but
a participating commercial lender, such as
a bank or credit union, makes the loan
itself. ALL FEDERAL FAMILY
EDUCATION LOANS MUST BE REPAID.
Subsidized Federal Stafford Loan
This loan requires unmet financial need.
The federal government will pay the
interest while you are enrolled in school,
and you must repay the loan plus a
variable interest rate beginning 6 months
after you leave school or drop to less than
half-time status. You must meet all Basic
Eligibility Requirements and be enrolled
in at least 6 credits per term. Students
with less than 24 earned credits at the
time of application may borrow up to
$2,625 per year or the amount of unmet
financial need, whichever is less.
Students with more than 24 earned credits
at the time of application may borrow up
to $3,500 per year or the amount of unmet
financial need, whichever is less. Because
an outside lender must approve the loan,
please allow a minimum of 4-6 weeks for
loan approval and disbursement.

Unsubsidized Federal Stafford
Loan
This loan does NOT require financial
need; however, you must first establish
eligibility for need-based financial aid by
completing all necessary applications.
Interest will accrue at a variable rate on
this loan while you are in school. You
must repay the loan, accrued interest and
current interest beginning 6 months after
you leave school or drop to less than half-time
status. You must meet all Basic
Eligibility Requirements and be enrolled
in at least 6 credits per term. Dependent
students with less than 24 credits at the
time of application may borrow up to
$2,625 per year in combined subsidized
and unsubsidized loans, not to exceed the
cost of education less other financial aid.
Students with more than 24 credits at the

additional $4,000, not to exceed the cost of

Parent Loan for Undergraduate
Dependent Students
Parents of dependent students may
borrow on behalf of their children.
Income is not a factor, but the borrower
cannot have adverse credit. See Basic
Eligibility Requirements for additional
details. Loan amounts must not exceed
the cost of education less other financial
aid. Parent loans must be repaid over a
10-year period with variable interest rates
beginning 60 days after disbursement.
Short-Term Loans
Valencia offers an interest-free, short-term
loan program to any student enrolling for
at least 6 credit hours. Loans can be for
up to 1/ 2 of your registration fees, with a
minimum loan of $25 and a maximum
loan of $300. The balance of your fees
must be paid by the published payment
due date. The loan will be due 60 days
from the first day of classes for the term.
If the short-term loan is not paid on time,
a $25 late fee will be automatically added
to the loan balance and you will be placed
in default. If you have defaulted on a
short-term loan or VA deferment, you will
not be eligible to receive another short-term
loan.
Emergency Loans
Interest-free loans of up to $100 may be
issued for 60 days in cases of extreme
emergency by the campus Coordinator of
Financial Aid Services. You may receive
only one emergency loan per session.
Loans will not be issued for books or
automobile expenses.
Part-Time Employment
Federal College Work Study
Program
This is a federal work program for
students with financial need. See Basic
Eligibility Requirements for additional
details. You may work at a job on one of
our campuses, doing service work in the
community, or as a reading tutor in the
America Reads program. As a work-study
employee, you may work up to 20
hours per week and earn $6.00 per hour,
up to the amount of your financial need.
Institutional Work Study
Each year a number of students are
employed on campus in administrative
offices, libraries and laboratories.
Institutional work study is not based on
financial need and is administered by the
individual departments. A list of
positions is available in the Student
Development Centers.

Rights and
Responsibilities of the
Financial Aid Recipient
As a student financial aid consumer,
You have the right to:
° Be informed about financial aid
application procedures, cost of
attendance, aid available, and renewal
requirements.
° Have confidential protection of your
financial aid records. The contents of
your financial aid file are maintained
in accordance with the Family
Educational Rights and Privacy Act.
° Appeal decisions made by the Valencia
Community College financial aid staff.
Appeals should be submitted to the
Director of Financial Aid Services in
writing.
You have the responsibility to:
° Complete applications correctly and on
time.
° Read and understand all materials sent
to you from Financial Aid Services and
other financial aid agencies; keep
copies of all forms and materials
submitted.
° Know and comply with the rules
governing your aid program( s).
° Comply with the provisions of any
promissory note and all other
agreements you sign.
° Register for the appropriate number of
credits and maintain satisfactory
academic progress.
° Request personal assistance if you
have questions or do not understand
the information provided to you.

Veterans
All of Valencia's A. A. Degree, A. A. S.
Degree, A. S. Degree and Certificate
programs are approved for veteran's
educational benefits. (Non-credit
continuing education programs are not
approved.)
To receive veteran's benefits, contact the
Financial Aid Services office on any
Valencia campus. You will be required to
receive academic advising prior to your
registration and you must follow your
specified degree program.
Academic Standards for Receiving
Veteran's Benefits
All students receiving veteran's benefits
must maintain a 2.0 cumulative grade
point average and a completion ratio of at
least 50% of the credit hours attempted
over the previous two consecutive
sessions.
If you fail to meet these requirements,
benefits will be terminated. To reinstate
your benefits, you must bring your GPA
and completion ratio up to the required
levels.
Benefit Checks
Benefit payments will vary depending
upon your individual eligibility. The first
monthly check is mailed approximately
eight weeks after the beginning of the
term to the address on your application.
You may apply for direct deposit of your
checks by calling 1-800-827-1000.
Deferment for Payment of
Registration Fees
Financial Aid Services will issue a
deferment for payment of student fees the
first time you register for classes, or
following a break in your educational
program, provided you are eligible and all
documents are on file. The deferment is
for registration fees only and will be due
60 days from the first day of classes for
the term. If the deferment is not paid on
time, you will be placed in default and
you will not be eligible to participate in
short term loans or VA deferments in the
future. You are fully responsible for
paying the VA deferment, even though
your benefit checks may not have begun
by the date the deferment is due.
